Grey Matter goes line by line through a blue response today that explained the reasoning behind many of the Balance Druid changes we’ve seen on the PTR with Patch 3.1. Among other things, Owlkin Frenzy will not be getting the nerf reported on earlier. A lot fo these changes affect Moonkin in PvP.
